Help on tour group for middle aged parents trip

My siblings and myself are chipping in to send my parents to Europe. I think a 2 week tour would be best and I'd love to them to see Paris and Rome, possibly London and other smaller cities.

Any recommendations for guided tours which allow about 50/50 guided tours/self time? They're in good shape and can walk, but aren't the best at trying to read maps and figure out where to go.
