The main thing that was enforced on my trip to Italy was no carry-on luggage with wheels on the bus. There is no room under the seats or in the overheads. The overheads are much smaller than airplanes. A purse, small backpack, and other small bags with shopping items purchased during the day are fine, but larger items definitely won't fit upstairs on the bus. The tour did enforce the 1 large suitcase per person rule. The price of the tour includes baggage handling for one piece per person. Any extra bag (that a bellboy would collect from outside guest hotel rooms) has a daily fee.
I carried on a small backpack with water, sunscreen, maps, etc.. .. . all things that if stolen it wouldn't matter at all. My valuables (passport, credit card, cash, etc.. .. .) I had in a small pack worn around my neck on a string under my clothing. We didn't really have as much pickpocketing problems as I anticipated, but everyone was very aware and took the proper precautions.
By the way, we had a FABULOUS time on the Globus tour and I'd highly recommend it. Everything was taken care of and my husband and I enjoyed an unforgettable low-stress visit to Italy. Have a great time!
