Can anyone who has taken the Viking River Cruises in China let us know if the China Airline has been enforcing the 44 pound weight limit on baggage?

Regarding the baggage, it is not a big issue.
People always take a lot of baggange when they come to China to have a vacation.

Checked Baggage Allowances

Any passenger holding a first class adult ticket or a half-price ticket is entitled to bear the luggage of 30 kg free of charge (checked and carry-on baggage);
Any passenger holding a economy class adult ticket or a half-price ticket is entitled to bear the luggage of 20 kg free of charge (checked and carry-on baggage);
No free luggage allowance for people who hold infant tickets.

Carry-on Baggage Allowances

Each first-class passenger is entitled to have two pieces of carry-on luggage;
Each business-class passenger is entitled to have one piece of carry-on luggage;
Each economy-class passenger is entitled to have one pieces of carry-on luggage;

The size of each carry-on luggage should be smaller than 20 X 40 X 55 centimeter and total weight should be less than 5 kg. Otherwise, the luggage should be checked together with your other luggage. For luggage in excess of the free baggage allowance in piece, or the sum of the length, width and height of each piece exceeding the prescribed limits, an excess luggage charge should be paid. We recommend for efficient travel that each passenger travel with only one suitcase and one carry-on bag. Excessive number, size, or weight of luggage may result in your inconvenience and/or surcharge.

I went in August of 2005 and it was not enforced.

We were EXTREMELY careful about weight limits and sizes and found our efforts were wasted:

1) The weight limit of 44# turned out to be the Average weight of the bag for the group. they weighted the groups bags and divded by the bags. I was told in the unusual event that the average was over 44# the airport would charge the people with the heaviest bags a small fee

2) The size limits was routinely ignored on the local china airlines.
Case in point paid a fair amount of money to mail home scrolls that were longer than the "allowable limits" only to find when I boarded the first plane the Chinesse and foreigners both were packing the aircraft with obscene amounts of carryon luggage of all sizes and weights.

I would not worry about "small" deviations on your trip.
