Recently went to Rio. My wife took off her top and got lots of attention. Guys walking by showed their approval by giving her a thumbs up sign. There was no pretense that they were not looking at her breasts. There are a lot of men selling stuff on the beach in Rio. They came and stood right in front of her while trying to make the sale. I guess they didn't have much incentive to move on quickly.

Saw very few topless women on beach. I took a half hour walk along ipanema and copacabana and only saw three topless girls. Lots of thong bikinis though. Surprising because we thought Rio would be like South of France or Cancun. We stayed three days and it was pretty much the same. Have others had similar experiences?
