I haven't been to paris in 5 years, so I don't know the current prices, but two hotels I would recommend are the Hotel Levecque, located a few blocks from the Eiffel Tower, and the Opera Cadet, near the Opera.
Both were within 2 blocks of a Metro station.
The Levecque was recommended by Rick Steves. It's on a beautiful picturesque street (rue Cler) with flower shops, bakeries and restaurants. Just as you imagine Paris would be. The hotel itself is old, and when we stayed there (I think it was 1994), they were redoing the elevator, so we had to walk up six flights to get to our room. (I presume that the elevator is now functioning.) Our room was very nice, as all the rooms had recently been totally refurbished. We had a new, private bathroom, television, phone, etc. All the mod. conv. The room was smallish, but nice. There was an optional, modestly priced breakfast in the hotel dining room, but we often ate at one of the restaurants on the street.
The Opera Cadet was a modern building. The room was part of an American Airlines package. It was a typical, modern hotel room with bath. It was fine, clean, conveniently located, not particularly memorable. The hotel also had a dining room and a good breakfast (excellent hot chocolate) was provided as part of the package.
